It really depends on the country, and not much is clear so far.
At the latest 14./16. June is the next step of opening is expected, but this is might just open borders with Estonia and Norway and a few other EU countries.
Tourism from non-EU countries also depends on what will be decided at the EU level, Finland alone cannot decide on that.
In practice I would expect that any rules will take into account the COVID-19 situation in the country you are coming from.
