Moving away from Finland to another EU Country (Non EU Citizen)

Sorry, I do not know where else to put this as there is no "Moving Away" section. I am new here.

I am a Non EU Citizen living in Helsinki. I have a Finnish Residence Permit (Type A / Special Expert). I have been living here 3 years. I might be relocating to Germany this year (if I gt the job). So, I have several questions to ask:

1) If I am moving to Germany, and I am thinking to get EU Blue Card, should I apply it from Migri or from Germany embassy? What is the difference between EU Blue Card in Finland and EU Blue Card in X Country (other EU Country)?

2) What should I do with my Finnish Residence Permit? Should I cancel it? Or can I just keep it? Or can I convert it to EU Blue Card? And for all of these questions in 2) - should I do them in parallel timeline as 1) or is it after I gt Germany Permit?

3) I am also actually will start to study MSc part time in Finnish university while working in Germany. So, in this case, any affect on my study if I cancel my working permit? Or can I still maintain the residence permit in this case?

Please advise as this topic is quite complicated for me, and I could not contact Migri for clarifications. If someone know any department or related office I can go to ask this question, please also advise.

A Finnish Blue Card would only bring benefits when moving away if you had it for at least 18 months.

Finnish EU Blue Card allows you to live and work in Finland, not in other countries.
X Country EU Blue Card allows you to live and work in X Country, not in other countries.

A Finnish Residence Permit based on work can be cancelled when no longer employed in Finland.
A Finnish Residence Permit will be cancelled when moving permanently away from Finland.

Ask the university whether you can study there without living in Finland.

1) It is a bad idea to cancel your permit. Do not cancel your Finnish resident permit. Your entry into Germany will be illegal if you do so without a visa. Your current resident permit allows you to travel to Germany.

2) Blue card is issued under EU law so there is not much difference in terms of whether Germany issues it or Finland. If you have been granted an EU Blue Card by Finland, you can move to a second EU Member State (Germany) and work there.

3) In your case, you will be working in Germany so you should apply for a blue card there. In a blue card application, the employer has to show that your salary is above a certain threshold (€4,733 gross per month) and that you hold specialist education, a bachelors degree or masters. Your German employer is responsible for this. The blue card can be applied while residing in Germany through the local immigration office. You don't need to involve the German consulate.

4) You can have two permits from two different member states at the same time. You can maintain your study based permit in Finland while doing your MSc online and also apply for the blue card in Germany at the same time.

You can move to a second member state if you have an EU blue card and most likely you will receive the same blue card in the second member state. That's why it is called "EU card" and not a "Finnish card".

EU blue card legislation is purely to allow educated professionals to be able to work in different member states without having to go through the normal work permit process. The second member state has to honour your blue card status from the previous state as is required by the blue card regime.

If you have been granted an EU Blue Card by Finland, you can move to a second EU Member State. If this second Member State does not grant you an EU Blue Card, you can return to Finland.

Listen Miss. Finnish citizen. I am a blue card holder myself and have lived in 3 different EU countries and I was able to translate my blue card status from one country to another. Please don't argue with me.

Yes, both these statements are true. I had 3 blue cards before I got married.

The first member state (EU country) has to do all the checking of the documents, diplomas, transcripts, credentials, work experience, salary requirement, and when they make a decision it is entered into some kind of EU wide database which is then available to the next member state. Once you get a blue card, that basically means that you have been assessed to have the qualifications of a job that requires "high-level competence". You have been assessed as a highly skilled migrant in the European union. You do have to apply for a second blue card in the next state but the process is easier the second or third time around. The second country has to do less verification to issue the blue card. The second country in my case put a stamp in my passport that I am allowed to work during the "processing" of the blue card which took 2 months and during this time I was able to work in the second state.

I have one more question tho. About driving license.

1) When I came to Finland 3 years ago I have my country's driving license. I converted it to Finnish driving license.
2) Now let say I will move to Germany, can I just convert my Finnish driving license to Germany when I will work there later (i.e. not living in Finland anymore and will live in Germany). Or will I need to return my Finnish driving license and apply for different license in Germany (i.e. doing step 1 in Germany)?
