What's the difference between

1) Permanent Resident permit

2) EU Long term residence permit

Both have similar requirements for duration of residence in Finland. Which one is better for mobility if one wants to then migrate to another EU country after receiving it?

As spouse of an EU citizen you won't have a residence permit when you will move to Finland, and permanent status will only be available to you after several years in any case.
