Difference between "Self Employment" and "Work requiring partial decision"

Hi,

I am intended to apply for residence card as an "entrepreneur" (not start-up). I am looking at stats at www.statistik.migri.fi. My question is my application for entrepreneur falls under "Self employment or work requiring partial decision" since stats are somehow hopeful as work requiring partial decision but very disappointing as self employment.

A partial decision by the Employment Office is for non-specialist employment (not entrepreneur) whether the decision should be negative because unemployed people are available who could be employed instead of the applicant.
