Relocation grants for the elderly moving to Finland

Hello

Grateful for any advice. My Finnish father is ill and needs to move from Germany where he is currently and set up a life in Finland. This needs to happen fast so he can be near his family and have our support and the moving costs and deposit will cost a lot and I was wondering aside from Kela if anyone knows of grants we can access to help with these moves. The issue with Kela is that he needs a Finnish address and to be living in that address and to be registered here before he can get their help.

I found out that if he was living in a Nordic country something called article 9 would cover him and they would help support the move but he is in Germany and not in a Nordic country article 9 does not apply. If anyone can help I would be grateful.

How ill is your father already?
Does it have to be fast because he will die soon, or what else creates the urgency?
Is he living from welfare payments or pension/savings/...?
How much is "cost a lot" for you and for him?

I don't see on what basis Kela would pay the moving costs in such a case from taxpayer money no matter where he lives, even when Kela has asked someone to move to a more affordable apartment they don't pay much for moving expenses (usually they pay 120 or 180 Euro).

Moving with furniture and everything won't be a cheap option, it will be far cheaper for him if he treats it like a move to a retirement home where only a limited amount of personal items can be retained.

When you and other members of your family fly to Germany to help him packing his stuff and travelling to Finland, you can have pieces of 23kg checked baggage on the flight to Finland, plus hand luggage.

Sending a 30kg moving box as parcel from Germany to Finland costs 50 Euro.

Companies like Lumo offer rental apartments in Finland without deposit.

No, it would not cover him.

That's for people who need long-term treatment or care, not for people who are healthy enough to live in an own apartment.
