Renewing a permanent residence card with expired passport

Hello. My U.S passport has expired and I need to renew my permanent residence card in November. Is it possible to get the new card since I may not have renewed passport for a month? My passport expired due to covid restrictions and I've been unemployed and living on Kela benefits for the past few years and haven't been able to afford the passport fee. Started a new job recently so that's a positive. I've read before on this forum where I don't need a valid passport to continue to live in Finland but am confused by conflicting info. Any guidance would be appreciated.

Not having a valid passport is a criminal offense for foreigners so you should renew your passport as soon as possible. If needed one can get income support for the expense.

Passport on the way. Is it possible the police will know anything after renewing my PR card at Migri with my new passport? Also was wondering if you knew anything about renewing my PR card late? Passport coming but maybe not before card expires mid November but will be close. Thanks.
