It looks like it will be a lot of stuff, as security assesment will be introduced (among other things), and it will be applied to pending applications as well. The problem is that it might delay even more processing of applications, in my opinion, as they mentioned in the draft they might require feedback from many authorities, including embassies abroad, and certificate from police in those countries where you lived more than 2 years.
