OH, what a nightmare ! I've just downloaded a pdf copy of the immigraiton froms and am so confused.! Basically I got engaged to my Finnish girlfriend on New years eve 04 and want to move with here in Eura by latest start of June this year. What do I need to do first? how? We want to move to Rauma soon afterwards, should I move and then do the paperwork? or should I sort it before? do they recognise an engagment as a 'serious' relationship.....please help.....

What paperwork? You're an EU citizen and Finland is an EU country. Just move.

Even as a EU resident, for a stay longer than 3 months he would need to register. Visit a police station then Maistraatti when coming.

Smirker, don't panic! I think there is no such a "nightmarish" paperwork to do from there, so pack your things ready and moooooove here! :D
Here what I think will help you most: how you get the residence permit if you are a family member of a Finn living in Finland.
And yes, if you are engaged to your girlfriend, it might help in this issue: if you can prove you have lived together (same country, same house!) for 2 years and/or you want to start your family in Finland...

Fees:
Residence permit EUR 101
Residence permit for a family member of a Finnish citizen EUR 26
Residence permit for a student and the student's family member EUR 26
