Bill my ass (or at least 10 years ago in student housing...)! People who thought that it should be warmer and radiators wouldn't provide that... put oven on and left the door open as the electricity, water and internet was included in the rent.

You are right! 20 degrees of room temperature is normal for a finn, but not for us...
