I cancelled it after 10 months, with the cancellation fee being one-month's subscription.
I imagine that if you signed an 18-month agreement then you will indeed be liable to pay a fair amount for wanting to close it off after just 3 months.
You could just not pay it, but these thing have a way to bite you back in future. Beware. Your credit card rating might even be affected.
If I were you I'd pay what they say you owe.

WELHO Broadband customers:
If they call you and ask if you're satisfied with their service, say YES.
Then, when they ask "On a scale of 1-10, how happy are you?" say "10"
I got my connection speed doubled free of charge for getting that right!
