Well, looks like the lengths of res.permits vary, case by case basis sometimes, they said at Poliisi.
Example: husband's first permit was B, for Working Holiday for 1 year (Australian citizen). Now, the 2nd permit is type A, and is valid for 4 years, til 2019. So, apparently not all first A-lupa are for one year only, perhaps it's the status of being perheenjäsen that affects the validity period, then.
First res. permit:
1. 2 weeks (!)
2. applied in Finland via Migri
3. B permit, for 'Trainee' status, 1 year.
Second permit (but first A type permit):
1. 4 months (applied in November 2014, only took 1.5 weeks to get to the interview)
2. applied in Finland, local police
3. A permit, perheenjäsen, married to a Finnish citizen
And I could of course state like someone here, that I got my residence permit at the age of 1 day, being a native Finn, but I just don't consider that a 'residence permit'. But I agree on the point that it varies SO much from one person to the next, even if applied on the same grounds and at the same police station as someone else - looks like even in this thread someone in Turku got their A-lupa a month faster than my hubby (even though all the paperwork was in order, and a fully favourable report from the interview, etc.).
So one can't really draw any conclusions on how long one's permit handling will take, based on someone else's process. It is what it is.
And quite frankly, they should hire more people to handle these applications at all police stations. Be it 4 months, half a year or 9 months - that is just a ridiculously long time to wait for a any permit. The lengthy processing times have received some attention in the news lately, and we can but hope for some change for the better in the future. However, I'm not holding my breath.
