I noticed that, in application form (uvi101), there is one option of grounds for applying residence permit: "job-seeking by a person with a degree from an educational institute in Finland". I will finish my doctoral degree in Helsinki University soon. I want to seek job in Finland. I would like to ask if this option is applicable for non-EU citizen like me. How long this permit can be granted, maximally? Is it allowed to work in a way of part-time or full-time to support living during the period of job-seeking? Thanks!

This option is only for non-EU citizens. It is granted only once for 6 months after your permit for studies expires.
I guess you can still continue your part-time job as you would have with your permit for studies. You can start to work full-time immediately once you have found a full-time job (I guess this full-time job would be related to your studies). Then you can apply for the residence permit based on your new job. If your application is accepted, fine, you can continue to work. If you application for the new job is rejected, you can't continue to work, even though you decide to appeal the decision to the court.

Suomessa tutkinnon suorittaneen ulkomaalaisen työnteon jatkaminen ja aloittaminen
Jos jatko-oleskelulupahakemus työntekoa tai työnhakua varten on tehty aikaisemman opiskelua varten 45 §:n 1 momentin 3 kohdan nojalla myönnetyn oleskeluluvan voimassa ollessa, ulkomaalainen saa jatkaa aiemman oleskeluluvan nojalla tapahtunutta työntekoa tai aloittaa uuden työnteon.
Jos jatko-oleskelulupahakemus työntekoa varten on tehty aikaisemman 54 §:n 4 momentin perusteella myönnetyn oleskeluluvan voimassa ollessa, ulkomaalainen saa työpaikan löydettyään aloittaa työnteon.
Jos 1 tai 2 momentissa tarkoitettuun hakemukseen annetaan kielteinen ratkaisu, työntekoa ei saa jatkaa, vaikka päätökseen haetaan muutosta valittamalla.
