Sounds like very old language.
kuvernementti = government.

To find the basic form of any conjugated Finnish word ( verb,noun,adjectif... ) you can use a morphological analyser of Finnish.

"kuvernementti" is in this dictionary :

kuvernementti = hallintoalue eräissä maissa, mm.ennen Venäjällä ( an administrative district in certain countries, for instance in the old days in Russia )
