I live in Toolo as well and it has been difficult to find groups in the area though I have managed now to find some. I do not actually know of any english-speaking ones but in the following ones you can always find someone who does speak english as well.
There is a cafe called Taivis in Hesperianpuisto. There moms with babies can meet on Tuesdays from 10-12 am. It is quite informal and the atmosphere is nice. Their weekly program can be found here: http://www.hel2.fi/Sosv/puistot/taivallahti/viikko.htm
There is also Perhekeskus Ruusula which organizes a meeting for moms and babies/children I think on Thursdays. Mannerheimin Lastensuojeluliitto should have information on their Web-site.
Further, there is Toolo Music School which organizes music play groups for babies and children of all ages. Highly recommend this one.
And the Lutheran church in Toolo organizes activities for babies and children but I am not sure whether you have to be a member as I have not been there.
