Hi
My friend needs advise on one issue. He is a non-EU citizen living in Finland, and jas a permanent residence permit.
He met his gf online and fall in love and also spoke to her parents about possibility marrying her. and She is also non EU citizen and she is in her country now.
Now can my friend just invite her to Finland and get married in magistraatti and then she can also apply for a residence permit?
or what is best possible procedure to do this?

Find the nearest maistraatti to where your friend is living ... scroll down to Yhteystiedot to get the numbers.
3) Alternatively you may also find out from Poliisiasema what other procedures to follow.
Basically, a non-finn or non-EU resident will have to wait for their permit to stay put in Finland in their home country. The Finnish embassy or consulate will have to issue the permit to your friend's girlfriend.
Though on the other hand, they do grant residence permit/ visa in Finland based on situations according to Aliens Act.
