If a non-finn with a residency permit (based on family ties here) wishes to bring his fiance here with him, is she able to obtain residency on the basis of marriage (supposing that they married before or after she arrives)?

Yes, on certain conditions. Read http://www.uvi.fi on "family" and concentrate on the "small print". Especially on the part of EU and non-Eu and where to apply. Its a night and day so different rules apply to different situations.

Anyway, my fiance is in Canada finishing out a teaching contract, and im here with a residency permit based on family ties (my child) and working. If she was to come here and we get married, would she be able to apply for residency on basis of family ties (in this case being married to me), or does that only work for Finnish citizens?

That requires usually applying elsewhere than Finland. Or the person applying being elsewhere than in Finland - you can get married with her, and file the application for her, but she must be at... "home" to wait for the decision...
