In my case, the Finnish magistrate wanted a "certificate of no impediment" which goes by other names

you can obtain it from your country's embassy in Finland. It cost about €130-€140 from the British embassy and took about a month all in.
In Britain before weddings ... banns must be read for 3 sundays before the wedding

so in the case of the UK Embassy posting of the Banns... they put up an announcement on the Embassy wall and it has to be there for 3 weeks so the "public" can read it and anyone concerned can raise any objections to your marriage - this is a bit daft as visiting the embassy is by appointment only...
The vice-consul told me that you would have to be a very unlucky person for anyone to object.. so basically there was a 3 week delay whilst the bit of paper dangles on the wall.
After 3 weeks they take it down from the wall, stamp it, and post it to you. The whole process struck me as rather ridiculous.
I hope that the Irish embassy has a better system, but I fear that having a legal system similar to Britain you might also have a bit of a wait.
