why don't you visit magistrate office and ask these things....i did mine 8 years ago in Helsinki at bulevardi street(maistraati), i'm british but not christian and my (soon to be ex) is a a mixture of a finn and other and hes Budha too,..we had a civil service for our marriage....,,,go and ask or check from internet if they happen to have any info in english.....
other option, go to Chinese embassy or your own embassy(if there is) and ask more...

I don't think it matters what religion you are to have a civil marriage at the maistraatti, but you must both have a (Certificate of no impediment) from your embassy, this is to show that you are not already married and it must be validated before you can get married.

Certificate of no impediment for both of you ( certified and attested preferably from your embassy )as bm50 suggested
appointment with maistratti
