Finland is planning to ease applying work in Finland. So called work application visa would be valid for up to 6 months for looking for work. If the work is found, working could start right away.
After the required law change, these new visas could be taken into use 2009 the earliest. It would be initially tested with around 1000 visas from countries like Ukraine, Turkey, Tunisia and Egypt.

What do you expect happens in 6 months
lets see now... blaa blaa blaa so the Ministry probably is drafting a proposal so they will still blaa blaa blaa... and then when the proposal gets to the Parliament and they start blaa blaa blaa, and then they vote and blaa blaa blaa... so give every "blaa blaa" another 6 months and we get a miraculously fast decision.
Well, if they got "phase one" done in 3 months maybe they are going just with one "blaa" - I'd say proposal in in the Autumn and law passed/effect maybe 2009... but before or after Juhannus.

I think from integration point of view, it's better to have immigrants from more different origin countries, than several selected countries. USA has the DV lottory (Diversity Immigrant Visa Program) green cards to persons from countries with low rates of immigration to the US. I think maybe this work application visa program can be linked to such a system, so that it encourages people from countries with low rates of immigration to Finland would have a priority to come to Finland to seek jobs.

It might sound as a good idea on paper, but try sell the idea to some orphaned devil scratching his arse in a Nowheremäki counting the trees. And we really can''t look what the USA does, they have immigration with quantity, we need it with quality, so best to look at similar countries say Norway and Sweden or even New Zealand how they have done their immigration system for the good points and then try not to make ourselves assclowns by repeating their mistakes. Also the EU is striving for an uniform immigration system, so eventually we'll need to follow what the EU says... that'll maybe not be in 10 or 20 years, but the "free movement" within the EU has worked without that much hickkuping so I don't see why not the "Eu green card" as they proposed wouldn't work.

Who has them? Who will be willing to hire people coming in Droves ? for what professions?

Will that work visa also provide some "strings attached" things like Learn FInnish within 4 months ( Like our Southern Neighbor is trying to do) etc etc!!
