The shopping centers around here often have junior hockey teams changing tires for cheap with the profits going to support the team on saturdays. Maybe they might something like that in your area.

In Oulu the fire department used to change the tyres for something like 10 Euro.
Maybe they do the same in your neck of the woods. Best to ask a local about it though...

Teboil service generally does it for like €20 per car without wheel balance ( and €30 with wheel balance)

just ask for a bargain for new winter tires

30€ in Euromaster if I remember right (that was last year though, might have gone up!). It's the one in Lehtisaari.
