I'm an M.A. student at Jyväskylä, and I need to apply for a visa to visit the USA in June.
I have a residence permit for Finland and I've been living here since September.
To make a long story short, I haven't registered in the Maistraati or the Registration Office (are they the same?).
I have full proof that I've been living in Finland since September (bank account contract and rent contract signed by me since semptember, bank account movimentation, credit card movimentation, rent receips). In order to apply for a visa to the US, I have to be living in Finland for three months (so they ask for your registration at Maistraati).
Question 1: Do you think it is possible that the Maistraatti write a letter affirming that I've been living in Finland since September? Would it help if I show a letter from my University stating that?
Question 2: Do you think the Embassy of the US would think the Maistratti / University letter would be enough proof that I've been living here since September?
Please, I'm really looking foward for replies.

Extract from the Population Information System in Finland (virkatodistus in Finnish), including all family members from the local register office (Maistraatti in Finnish) as proof of residency in Finland.
You can be a tourist and live here for three months or even more.In order to apply for a visa to the US, I have to be living in Finland for three months (so they ask for your registration at Maistraati).
If you are not in their computer you do not "live in Finland". Anyways you should go do your registration so as to get into their computer, and if they're nice with your papers you might get them to put your dates from last year and maybe be nice enough not to fine you. I still wonder how you get by without the identity number but I guess you've never been sick and your bank likes you.Do you think it is possible that the Maistraatti write a letter affirming that I've been living in Finland since September?
I thought the universities were pretty good in getting people their ID numbers and tax cards during orientation. Grainvillage must be different.
