Any apoteekki sells the hand gel. The one I have is called Antibac (70% ethanol) and comes in a small transparent bottle.
Like all parapharmaeuticals it is twice the price up here. I haven't seen the hand gel in the supermarkets but I think they have the wipes.

If you want large quantities it might be worth looking for a kitchen or medical wholesaler.
