but without prescription, you don't get Kela discount and (possibly) prescription discount!! you pay normal sum !!

Without KELA card you don't get the KELA discount, but you still can get medicine. You just pay the normal price like raamv says.

Without a prescription you don't get prescription medicine (drugs).
