Where will you be living? Helsinki?

Most of the state-funded English language schools have no facilities for teaching English as a foreign language. Your shild would have to sit an English test before s/he will be accepted and s/he would be expected to be fluent for age in English. The English language schools are aimed at children who already speak English fluently.

The procedure is to apply directly to the headmaster (rehtori) of the school. The schools are on holiday now but you can try using email to contact them. School starts again in mid-August. I think you will need to have a social security number (KELA ID) in order to enrol him.
