if someone have 10 years study (Lisäopetus kymppiluokalla) what he can study ? like diploma or institutes i want list if you are have it and how can me
appeal at my expense and i can after the diploma go to college ? diploma how much take time ?

Vocational school (3y) or high scool (3y), after that university or other higher education (3 to 5y) and after that as doctor or "diploma engineer" (?y)

As there is no arrows starting from the "kymppiluokka", I guess it might be useful to emphasize, that this extra year gives you no further formal qualification, so after that you continue like others did after nine years.

10th grades idea within native population is, as far as I have understood, is to keep those youngsters out of the streets who after first nine years can't decide what they should do with their lives, also offering a chance to improve their grades if they noticed bit late that they should have taken the school more seriously.

Yeah, basically its for upgrading your 9th year report card so you can get into a high school or opisto.
