At the moment I'm temporarily laid off.
If I go for an interview for new job, should I tell them about my situation ?
I'm afraid this might reduce my chance for the selection even though it's not my fault.
If I don't tell, Can my new employer find about my situation ?

You should not lie. You are not obliged to start to tell them things they don't ask. Being laid off, especially right now, is not uncommon.

Termination of the employment relationship of a laid-off employee
During a lay-off, employees are entitled to terminate their employment contract without notice regardless of its duration. If the date when the lay-off ends is known by the employee, this right shall not apply for seven days preceding the end of the lay-off period.
