Goods imported from outside the EU are subject to Import Duty and VAT. In general Import Duty varies with what the item is, many being zero rated, VAT is what we all pay on any goods we buy. In practice, you may pay nothing depending on the value declared on the package. I regularly buy ebay items from China and have never paid anything - but we are talking about less than 50 euro value ( declared by the supplier on their own initiative). I have paid the full deal on some specialist car parts from the USA - value was well in excess of 100 euro.
On second hand, don't know though I think there was a recent post about this?

As long as the value + postage is below 50€ you won't pay anything. Remember the postage part though!

I've purchased various items from Ebay and not once have I had to pay any taxes. In my case, I paid via paypal with a credit card from the USA- a bank account card that I still have in the states. I have the items shipped under my wife's name. Items that I have bought ranged from books, kitchen supplies, phone parts, and transformers. Perhaps I was just lucky, but some items like the transformer and a couple of kitchen supplies cost upwards of 50 euros with shipping included. I had to pick these items up at Tulli post near the airport. Depending on the postal worker you get, it seems each will treat you differently depending on their mood, the gravitational effects of the moon, menstruation cycle, and other random reasons. I always come with my wife as she can speak Finnish with the postal workers if any trouble arises. My wife helped me once when a postal worker almost refused to hand over a transformer I purchased from Chicago on Ebay because I did not have a receipt or printed proof of the transaction on hand. I guess Tulli post can be hit or miss when it comes to paying tax on items over 50 euros.

FYI- when I was still living in the US, on a couple of occasions I was able to send a Nokia N95 and some expensive Clinique skin care products to my wife as "Birthday Gifts" with enclosed Birthday Cards and appropriate postage. She was able to pick the shipping boxes up at the post office without paying any taxes.

Hope some of this helps

You were lucky! I always have to pay taxes, even on gifts once. I had to have my dad sending me the invoice by email, so good for it being a gift!

basically under 50€ you should be ok - over, and you have to pay tax.

You HAVE to take a reciept to Tulli to collect the item and pay tax (about 26% of total, including the shipping costs)

One other note, they also check eBAY items final prices, so dont think of changing the receipt ;)
