If you're going to apply as a student, then the recognition is done by the Finnish university you'd be applying to - so you'll need to ask them.

The National Board of Education deals with professional recognition issues, but academic recognition is dealt with by the universities themselves.

Check these two http://www.studyinfinland.fi and http://www.universityadmissions.fi - you can also turn to the universities for more detailed info on entry requirements etc

Well - what qualification does your diploma give in your home country? I mean, do you graduate into a *profession* or is it "just" an academic qualification?

Diploma recognition may not matter unless you apply for a public post or if the job you're applying for is one of the regulated professions in Finland... depends, see the NBE website... but the thing is, degree recognition itself does not "give you a job" so it may not be such a big issue as actually finding employment - I'm assuming you do not speak Finnish or Swedish?

I do not think the NBE even could give you any clear-cut answers if you're not sure what sort of a job you'd be applying for - or if you did not actually submit a qualification recognition application, maybe they actually need to see your certificates, maybe your query was too vague (I mean, as in sending an "email application" to a Finnish university only containing the words "can I be accepted as a student" - it just does not work that way).... dunno, but they could have asked you of course, or at least reacted somehow :?
