You can address it to Poste Restante of his/her post office and he/she can then go and pick it up from there.

What the hell are you babbling about? If you send a package theres two options; one it gets to the post office so they get a notice to get it or then it ends up to the customs post office they have to go get it and pay money for the contents.
I rather would be without surprises.

How about just giving it to him in person? It would technically be a 'surprise'. Why spend the money in mailing it? (Unless you don't closeby.) But if that's the case, you should mail it directly to him so that there is no chance of someone claiming his package.
You can also mail it to me and I will promise to act especially surprised when I pick it up. I promise.

Yeah, but why to spoil a surprise: leave the present at the recipient's door, ring the bell and run before the door opens!
