Left-over-piece (one meter long). Something that is not needed for the job under way, and is really too short to use for anything else.
I sell you cloth for a dress. You need 4,70 meters. I have a 5,70 meter piece, and I cut you the 4,70 m you need. Now I have a one meter piece that is too little for just about any piece of clothing, I cannot sell it to anybody. I am left with "metrin hukkapala".

Yes... it’s primarily used in contexts having to do with construction, woodwork, handicrafts etc.
There’s also an almost similar word, hukkapätkä. Whereas pala is a small piece of something, pätkä is more like a short length of something. Pala lankkua, pala lastulevyä, pala kangasta, pala styroksia, pätkä köyttä, pätkä narua, pätkä sähköjohtoa, pätkä rimaa, pätkä nauhaa. There’s overlap in usage but at least string-like non-rigid and narrow things are pätkä rather than a pala.
