Starting a business without being present in Finland?

The headline sounds weirder then it is but the situation is kind of weird. Basically, I'm a legal Finnish resident residing in Finland permanently but I'm currently, physically outside of Finland (I work a lot of short-term contracts and travel a lot). I would like to establish an LLC or TMI in Finland to do some freelance work for other EU countries, so they'll be hiring an EU company and not an non-EU individual. And I would like to do this sooner than when I get back to Finland.

Is it possible to take the necessary steps to establish a business in Finland from outside of Finland and if so, where would I start?
