At the very least you'll need to do a muutoskatsastus (=the new tire/wheel combo is checked at the katsastus) unless there are alternative (bigger) sizes already mentioned on the documents - take a look at the bottom part of the registration document. However, if the sizes you mentioned are correct and no alternative sizes are listed you might have a problem, as the difference in diameter (assuming I have my maths right) is quite big. Go to the katsastus place and ask them.

The difference in diameter is only 9 mm. I checked, but no alternative sizes mentioned in the document. Then, i have to pay extra for a muutoskatsastus or what?

So my maths was not correct. ;) You'll need muutoskatsastus because of the size of the wheels though. Should be a straightforward process, and it'll cost you along the lines of 50 euro.

In my experience it is not necessary to have Katsastus twice a year: after each tyre change. Katsastus is required to be done only once a year. If the vehicle is modified in some significant way then I imagine it should should have Katsastus as it would be a different car.

Is it an issue that the change affects the speedometer by about 13% or 9%, depending on which direction you look at it?
As he persisted, I was obliged to tootle him gently at first and then, seeing no improvement, to trumpet him vigorously with my horn.

I understand this statement, but speedometers on brand new cars are also calibrated with a margin of error from the factory, I.E the speed displayed is greater than actual speed, so even then it is technically "wrong".

Are there rules regarding wheel size changes? of course there are often physical limits on certain cars i.e arch, caliper clearing distance. Wouldn't they just check the state of the tyres and not scrutinise the wheel size itself (unless it looks like a tractor and is obviously too big for the application)?

Yes. 1" bigger/smaller than what's on the registration documents is OK, more than that -> muutoskatsastus.

what are they checking in this case? Surely someone could replace the existing wheel/tyre combo with like for like items with bald tyres and/or bent rim and not realise and not be obliged to have a check.

Tyres are part of the suspension, you don't just waltz in and change suspension...

you could, suspension compenents can be upgraded wtih ease, OEM offers upgrades with stiffer settings etc i.e sports or comfort specs. then theres the world of aftermarket..

yes, it's a problem. 20" rims look stupid on most cars and with those low profile tires will give you a bad back. And don't even think about driving to the mökki...

1" in outer diameter of the tyre or of the rim?

Rim. I'd guess that changing the tyre would eff up the speedometer.
