I read an article about the new paternity leave system on: (http://yle.fi/uutiset/new_dads_given_mo ... me/6430450). The article literally states:
"Eighteen of these days can be taken while the mother is at home on maternity allowance, according to Finland's social security provider Kela.
The remaining paternity allowance days can be taken once the mother returns to work. If fathers wish, they can use their full entitlement of 54 days after their partner re-enters work life.".
My simple question is, What if the mother does NOT work? I mean, What is the mother is a housewife - Will the father be allowed to use their full entitlement of 54 days while the mother is at home as well?
I would really appreciate if someone explain how the father can benefit from the paternity leave if the mother isn't working at all?
