Where can I buy a carrom board in finland. If it is not available anywhere here, what is best safe way to get it from outside (ex:India)

You should go and check at toyshops. The type of carrom board that is popular and played in south asia is perhaps difficult to find here. I have played a board game like this one. So perhaps you should make a visit there.
