The tax rules for second-hand goods are complex. It is called the "VAT margin" scheme and follows an EU directive.

In a nutshell, if you are buying goods from a VAT-registered business in another EU country and you have a VAT-registered business in Finland then you can import without VAT. However, when you sell the goods you become liable for VAT in Finland based on the difference (ie the margin) between the gross purchase price and your selling price. This is the sales VAT you pass on to Vero (however you do not show this on the invoice to your customer).

The best people to advise you are Vero. Call their helpline (they speak English) and someone will explain it to you.
