Turku- building codes

Before I go to speak with our neighbours, I want to arm myself with the facts.
Less than 5 cms from our common wooden 140 cm fence, the neighours habe put up a 210 cm high steel dog run that's 10 m long and 1,5 m wide. The length of the dog run runs along the fence so what we see now is an ugly steel construction that forces us to see the world through bars.

They never spoke to us about this before they did it. Came home one day from work and there it was.

I've looked for the building codes for Turku but haven't found them. Probably not googling the right words. When we lived in Heinola, I know that the building code stated that there had to be at least 30cm from the property line for any construction. I consider this ugly dog run construction because it really is obtrusive.

Can anyone give me the key words that I need to find these codes? Must be online somewhere! We'll call the city tomorrow, too, but don't want to make a big deal out of this and ruin a civil relationship with this neighbour.
