I would to share my story with you and ask for advice.
I'm 30 years old, happily married to a Finn for 10 years, father to 4 year old beautiful girl, and living in Finland for the last 8 years, about to get my Finnish citizenship.
My younger brothers are 20 and 25, still live in my home country, which is a non EU country.
2 years ago we lost our parents in a horrible car crash, and ever since then my youngest brother hasn't been the same. He cannot get back to his normal life, and I'm extremely worried for him.
I would like him to come to Finland for a fresh start and where I can keep an eye him and try help him, but he has no grounds for a resident permit application.
I thought of a way that will allow me to bring him here and take care of him, but I have no idea if that's possible and how to do it.
It sounds a bit funny, but I was wondering if it was possible to adopt him, either here or in my home country, so I will become his legal guardian, and apply on these grounds for a citizenship or residence permit?
Is such thing possible according to the Finnish law?

besides, 18 year old person has no legal guardian unless he is considered medically and legally incompetent.
(but even if that were the case, the Aliens Act seems to consider the age only)

As Upphew already stated, your brother would have to be a minor for family ties reason to apply.
But to answer your question... as far as I know, yes, you can adopt an adult in Finland but it is for very limited reasons like somebody who has been raised by the family (for instance foster child) and the child-now-adult wants now to make that relationship official, so I very much doubt you would be able to do it here unless you had actually raised your brothers. You could still go for guardianship, though, you don't need adoption for that... but, as your brother is not a minor, that would require for your brother to be declared to be in need of guardianship (mainly psychological reasons, I would guess...and you still couldn't apply due to guardianship). The rules in your country are probably different, though, and they would at least for the guardianship apply, as your brother lives there.
I think (do note the "think" part though, I haven't checked) that there is a provision for close family members, like grandparents, who are dependent on your care, but I would assume that they really do require totally dependent, as that didn't fly in the "grandmother cases" a few years back. So, I assume it's for cases where someone is caring 24/7 for a severely handicapped close relative, which doesn't sound like the case is with your brother.
