How to work as a freelance in Finland

A friend of mine wants to work as a photographer freelance in Helsinki. Do you know how it works? Where does she need to go?

Working freelance means getting a special kind of tax card from veto (same withholding rate for multiple simultaneous employers). There's some information in the rather old thread here:
