Its horrible to be unemployed and more horrible to deal with the people from TE Office. My friend was in this kind of situation once, he warned me about deailings with people from TE Office (He said they will treat you as criminal), now I am feeling the same. It looks like being unemployed is crime here

and it is just the beginning of the whole process. You're going to need plenty of patience, and I really mean plenty. If your case officer is a nice fella/lady then consider yourself lucky but s/he might not be able to do much due to predefined guidelines by government and involved parties for "criminals".

Lessons learned from my dealings with TE Office.

• 1.) Be cautious about Phone conversation if you have to ask something (at least for communication in English), you never know the waiting period and who picks up the phone.

1) record all your conversations (btw, nokia was the best phone as it could make recordings no problem)

I think once you get unemployed, you better immediately contact TE toimisto (http://mol.fi/etusivu/index.html), to inform about starting of being unemployed and job seeking. I guess you could check the local office address, visit there, where there usually are some advisers for you to ask about information and instruction. There's a form in the website I recommended above to be filled, and you may also submit all the documents related with your resume, previous employment, and degree certificate etc. The system would usually make an appointment time for you with the office clerk in TE toimisto, with whom you could talk more about the job seeking stuff.

Regarding the unemployment benefits, TE toimisto will first study about the form you filled and the documents you submitted, then issued a certificate (lausunto) to Kela. Kela will grant your application of peruspäiväraha (basic daily allowance) after that and decide amount of grant to be given to you. And usually the first two weeks after being unemployed isn't counted for the allowance, which means they will give the allowance counting from the third week after you get unemployed.

See how easy it sounds all is dandy without complications until you fill up the form and wait in queue.

BTW, there is nothing called SYSTEM that will make appointment, they say that they'll call you once I apply. I didn't receive the call but I received letter in post saying I didn't answer the call, so, you wonder where they called and when, with no missed calls in you cell which is always on and your phone network coverage in Finland is one of the best in the world. So, where did they called? your Ghost number?... This how the process of harassment begins from TE.

You have to call back to the number given that letter, your call gets Cut off for minimum 7 times, if you are lucky then at 8th attempt you are in Mahadolisin pian queue. That Mahadolisin Pian lasts for min 25 mins and some lady picks up the phone and says Puhutko Soumea? and she says Hetki bla bla something that you don't understand and after 10 mins of Hetki nobody speaks from other side, so, you hang up the phone. The other day they give you decision that Hakela ei ole toidistusmusblabla which roughly translates to You are not eligible for Unemployment benefits because you haven't submitted the documents When you go to TE office to ask what the decision means they say different thing that I didn't make plans with TE officers about my employment situation, and when I ask how to make plan, they say to call the number and ask for appointment and I can submit my documents in the same appointment day.

Now you see, you again reached the state of calling the number, with 25 mins of Mahadolisin pian and some grunge voice saying hetki.

I got in this Loop for one and half month, and some lady gave me decision that I will have to wait 5 months waiting period as I haven't finished my vocational education. After finishing Masters Degree in Finland and more than 2 years of full-time employment WTF is that vocational training for me? Why do I need it? It pissed me off, so, I resend my convocation certificate which clearly says I have M. Sc. from Tampereen Yliopisto. Finally I got decision saying Toimisto ei bla bla which translated to TE doesn't have any obligation for me to receive unemployment benefits. That Ei in the decision nearly pissed me off again.

So, it doesn't sound as smooth as written text in the Book, I have read what you said many times in mol.fi or trade union website, and it didn't provide me any extra information. Its been more than 2 months and I haven't received any single penny from anywhere, as now the Trade Union is doing their own investigation in my case to decide if I am eligible to receive unemployment benefits.

And Yeah I did get an email telling me about the appointment information also, which hadn't mentioned about any phone call.

And regarding the phone calls you mentioned in your post, yeah it isn't easy actually, I wanted to call and ask about the unemployment certificate for Kela, and called couple of times at home, of course it never succeeded. I went to the TE toimisto again, the clerk there helped me to make the call with a phone in their reception desk, and also spoke for me to get the right person, but I still waited for half an hour I guess. The person on the phone I finally reached was quite helpful and informative, who also sent me email regarding the case, and later on when I had some questions regarding TE toimisto or Kela, I still contacted this person several times, and got replies each and every time with information.

So what I advice you is go straight to TE toimisto and talk to the clerk there about your case.

Further more, something good I wanna tell you, the certificate you mentioned from TE toimisto, actually means they agree that you are able to get social benefit from Kela. I would advice you to go to Kela and apply for the basic allowance and housing benefit. TE toimisto certificate goes to them automatically,so they could see it in their web system already. However, if you didn't ever apply for Kela card before, then you shall first apply for te Kela card, which shows you are eligible for social benefit in Finland.

I guess it all depends on the case and place. I am member of Trade Union, so, I don't have anything to do with Kela. But I received the decision today that I'll receive Hyva% of my Previous Salary.

Thank you for the intension, I don't drink alcohol though. However, I actually am in Tampere also, so I am quite familiar with TE toimisto and so on, since I visited it many times. And believe me, that certificate means they won't disagree if Kela gives you social benefit, because I got that certificate also, and got the social benefit. Trade union is something extra, they just give you allowance when you have been a member more than 8 months and have been paying membership fee more than 8 months. Kela is for social benefit, if you are eligible for it, they will grant it for you surely. Just go to Kela and apply. Once TE toimisto makes the certificate, Kela could work very fast for you, and you could also tell them that you've been waiting for more than two months, they would write something like 'urgent' in the envelope of your case, and it will be even faster.
