Permanent resident inFinland; have work in Norway for a year
Hi all,
I am a permanent resident of Finland and I have received my permanent residency early this year. I am a PhD researcher and will graduate in March 2014. I have got a post doctoral position in Norway for a year and I have to go and work there. My wife (who has 'A' type status) will be staying in Finland (not sure about this part yet).
1) What would happen to my Finnish permanent residency status if I go and work in Norway for a year. I want to come back to Finland after my research work in Norway is done.
2) I will have a fellowship contract (not working contract) from France (although I will be working on my research in Norway). Do I have to apply for a residence permit to work in Norway? EU citizens can directly go and register there. Would I have such a privilege? I am not a EU citizen.
3) How would and should I manage my taxes and social security?
I really really appreciate if you can throw some light on the above and guide me.

You should be OK as long as you remember to tick "temporary" in your "muuttoilmoitus" for maistraatti.

1) Depends on what you want to know. If it's citizenship in process, one year is max(and you must inform if you stay abroad for more than 3 months). if merely keeping P permit, then max 2 years. Both case must inform with police/migri in advance about this.solidrepellent wrote:Hi all,

2) You are not EU, then yes, you need to go to embassy and apply, about 400+ e.
3) Go to local tax office, they should have immigrant desk for this sort of things. Just fill up a form (cant remember what code was on it anymore), stated your expected income according to your contract, your Norwegian address. In 10 days, it will mailed to your Norwegian address (your tax card and security id will be in one paper). You may entitle for 10% tax deduction for your 1st year stay, which you can claim next tax year.

This can easily get overridden by Norwegian side, since there is so-called Nordic treaty. With that, once you registered in Norway, the local authority will automatically inform Finland, and therefore your maistraatti in Finland will most likely get updated (even you did announced beforehand). You might be surprised after a while, you start to pick up your Finnish bank letters in your Norwegian mailbox. Only way to avoid this is to apply temporary id in Norway, that won't trigger scenario like this. Since, I have a fellowship and not a salary, would that be taxed? If yes will it be taxed in Norway or in France (I have a fellowship contract from France, but working in Norway) or my current resident country Finland?

In Norway. anyway it's the easiest way without confusion. People at front desk in tax office aren't always up-to-date for this sort of things, which can be prone to deviate from what you intended to do.solidrepellent wrote:Thank you all for your excellent replies.

Thanks a lot for all your replies. I have one last question. I am framing the question such that you do not have to read my revious posts in this thread.
I am (non-EU citizen) a permanent resident of Finland and I am going to Norway for 1 year to work as a post-doc. Since, the work is for just one year, I will come back to Finland after that. If I plan to apply for my citizenship later after coming back, would my stay in Norway affect the application in anyway?

Upphew@ I am sorry, but that link is for people who are on a continuous residence permit (aka 'A' type permit). I personally have a 'P' type permit. Would the same kind of rules apply to me. In what way it would affect me and my citizenship applocation if I plan to apply for one in 2015. Thanks for your time.

Do not mix residence permit and time you need to be in Finland to get citizenship. why not apply now (that is if you already fullfill the requirements)? You won't go to Norway until March. And there is chance that you have the approval in June. Just make a temporary move to Norway, and travel back to Finland often enough - it seems you needed that anyway since your wife stays in Finland.

cafemaker@ I have just started learning Finnish and would not be able to take the Finnish language test before my departure to Norway due to other obligations. More importantly, I will defending my PhD thesis in April and will be very busy until then.
