Health insurance / residency status

I am just starting to investigate what is needed for our situation, and this site is most helpful. If anyone has any advice or direction to assist us, I would appreciate it

My daughter (Canadian citizen) met a Finnish boy through school here in Canada and they plan to move to Finland in September. They both have job offers lined up as the boy's parents own a company based in Finland. They are not married yet but plan to live together.

At this stage should my daughter apply for residency status based on Cohabitation - Family member of a Finnish citizen? How long would this process take? Should we get healthcare insurance for her for an extended period before she arrives in Finland?

If they are living together for 2 years (and can prove it, both names on the lease and so on) it is the easiest way.
When she marries there should be no problem.
If not she could try a work based RP. (this is not 100% sure since the employer has to prove there is no EU resident available for the job)

Should we get healthcare insurance for her for an extended period before she arrives in Finland?

If she manages to get a residence permit based on being a family member of Finnish citizen (two years co-habitation OR marriage) or based on employment (as stated, not necessarily easy) before coming here, she would be covered by the local public system from the start. 2-3 months would perhaps be the processing time when applied abroad (better to apply sooner rather than later). If she would decide to apply as a family member only after arriving here, she ought to have a health insurance for the processing time, which can vary a lot and might be long.
