What Places can I get a Scuba Diver Tank Refilled?

I'm a watchmaker in my spare time, and like many watchmakers who work from home, they use a scuba dive tank instead of a noisy compressor.

The dive tank is a preferred clean, and silent method to not only increase pressure in water resistance testers, but also to use instead of a puffer, used to clean out watch cases, and dials before reassembly.

I can source the correct "test" newer type 15ltr tank, but I will need it refilling once, or twice a year.

Does anyone know where, and what businesses I should be approaching for the refilling services?
