Concerning EU students right to residence
Do EU students who haven't resided in the EU, need to apply for a student visa permit or just a right of residence ?

Sorry, I am just making sure because places like the UK and Ireland have very specific conditions, that distinguish an EU student from an international student.

The Right of Residence comes with the EU citizenship, and all EU citizens (with some limitations for Croatians) have of course the right to live in the UK or in Finland.
The Right of Residence does of course not include the right to social security, so you should of course buy a health insurance for your studies in Finland unless you are already covered.

So all EU Citizens do not have the right to live in the UK or in Finland for more than three months.

"A person is not considered to move to Finland to reside in the country permanently if he/she moves to the country exclusively for the purpose of studies."
So it is possible to have the right to social security when studying for a degree here. This most likely is not the case for OP but I am pointing it out since you with your usage of "of course" in every sentence, the facts should be 100% correct. In issues dealing with legislation what does "of course" mean any way? The rules can always be changed by our elected representatives. Why couldn't right of residence include the right to social security?

ok here is the situation
i applied online to the university as an Indian student,shortly after that i got my Portuguese citizenship through descent. I got accepted and i was able to use my Portuguese passport to enter Finland and write the entrance Exam using my Portuguese passport as identification.
i also had to cancel my Indian passport according to Indian law, and in doing so i have no place of residence either in the EU or in India
will i be able to register my right of residence or do i need a study permit

Residence permits are for nonEUsians.
Portuguese = EU -> no need for residence permit. Like betelgeuse already noted.

As an EU citizen you can of course register your Right of Residence if you have adequate health insurance cover.
