The title is hyped up. The law has always been that the banks must accept certain foreign ids.

Though the laws quoted are related to money laundering, but it is not just a annoyance to the customer, that banks want to be sure they have authenticated their customer correctly (also for various government and third party private services)

Its not binding until it goes through the appeals to the high courts.

No, that did NOT say that they had to accept all of those.
Did you check how the text continues? "Halutessaan tunnistuspalvelun tarjoaja voi käyttää ensitunnistamisessa myös Euroopan talousalueen jäsenvaltion viranomaisen 1 päivän lokakuuta 1990 jälkeen myöntämää voimassa olevaa ajokorttia tai muun valtion viranomaisen myöntämää voimassa olevaa passia."

Why would there be a separate mention of optional items if the text I first quoted was also optional?

I think it's more likely that S-Bank does not appeal the decision but you never know.

They have publicly stated they are appealing, though at the same time, they also said they will change their processes to confirm with the decision.
