What is a visa permit? Most probably you mean residence permit. Though it does not really matter what status you have in Finland, the only thing you should need is an address - it is needed for insurance and tax payment reasons. So when I travelled to Finland on a visa, but had a summer cottage I already had registered vehicles in Finland. And I had no finish ID then.
As for driving with a foreign permit - you are right it should be issued by a country which is a signatory to the mentioned conventions. Although if you intend to drive after one year you should exchange you driving license into Finnish one
What do you want from me?????

That depends where the OP's licence was issued. If it was issued in the EU it is not necessary to change it, although many people do.

Obviously the op's license is not from EU - he just received a residence permit

It is possible to just have received a residence permit and have a license from the EU. After all, you usually need to apply for a Finnish residence permit if you are currently residing in another member state with a permit for that country.

True, but while the initial description
have driving licence from a country that has signed the Geneva or Vienna Road Traffic Convention
technically applies to every EU country, using that when the license is actually from a EU country is bit like introducing yourself (in a Finnish immigration forum) as a somebody from a UN or OECD member state when you're French.

Hello people, I'm not sure if this is the right place, I couldn't find a "creat a forum" button anywhere. But I have a question hopefully someone can answer. I have lived in Finland for 2 years and I just bought a van, it's a 2.4 diesel. Can anybody tell me how I can get an online quote for the insurance/an online quote for the tax? And just general information about what you need to do when you buy a car. Thanks in advance.
