For KELA? From the huoltoyhtiö or isännöitsijä, depends on the place, usually the same office you get the saunavuoro from ask there. Then again who the maistraatti has living there might be different especially if its a rental with lots of students going in and out. You can call them and check you live there and you dont have any ghosts...
