Hey Finland Forum!

I've searched around some threads here and the official sites and other sources, but they don't answer my questions so I would like to ask for some assistance.

Here is my situation :

I came to Finland in July to work abroad. I was laid off ( Contract was until end of march 2015 or when there is no more work ) at the end of december 2014, just short of 26 weeks for Basic Unemployment Benefit from Kela.

I went to Kela to see how they can assist me since I am planning to migrate to Finland from Estonia. I did 2 forms ( unemployment benefit and a new Kela Card ) and provided them with every bit of information they needed.

I just today got a response back informing me that I can not apply for the Finnish Social Security ( Teihin ei sovelleta suomen sosiaaliturvalainsäädäntöä ) which I am guessing is for the unemployment benefit ( Or is it for the Kela Card? )

My questions :

Finnish social security benefit counts as unemployment benefit?
With Labor Market subsidy, even though I am not a permanent resident in Finland, does that still apply to me considering I want to become one?

What it says is that as you are not 'elanik' you are not eligible for social security. Even you work in Finland, you are Estonian 'elanik' (and can drive the car in Estonian plates). You need to be hired in Finland with Finnish contract and get the 'EU-kodanik registreerimise' and go to the maistraatti to register you are 'elanik', but its a 2 years (non-ending) contract as otherwise its 'mene välja kodus taakse' as you got now.

After that you get all the 'elanik' benefits, but it has to be permanent and not just come over as contract

I wonder what is gonna happen if all Estonians just decide to emigrate to Finland and safely land themselves in welcoming hand of KELA without contributing anything first?

Thanks for the reply!

I was hired by a Finnish company and I have done the registration with maistraatti including with the Police Station.
So all the necessary paperwork to not only continue staying here, but also to slowly start migrating over here ( Baby steps, but something ) should be done.

I worked and paid all the taxes from the day I got here. I have done a lot of official paperwork and studying the language slowly, the culture and everything. So I am contributing, even if in your eyes it isn't much and I will continue to do so.

OK, sorry I skimmed past your post - you said the 26 week rule. Yes, ok, so you are an 'elanik' but you haven't been contributing into the pot for long enough. Thats a bit crappy situation as you drop off the radar in both countries, you get into a limbo. As far as social security is considered, no, you won't get anything untill you get that 'minimum time' contributions done. The only way right now is to find a job. Even if you go to Estonia all your ID and paperwork stay valid so not much to worry there. One thing though next job you get (and hopefully it lasts more than this last one) once you are covered by KELA also look at http://www.ytk.fi as just the KELA unemployment money on its own is really nothing. What can I say... good luck and jõudu tööle when you find it.

It's for the Kela card.
