I am a software developer by profession and have been working in Finland for almost 5 years and as those who are software developers might know that we need to keep ourselves up to date with the new tools and technologies coming every other day. To give myself more confidence in S/W development, I was thinking of enrolling to intensive boot camps (such as hackreactor.com). Obviously it is very expensive (around 15,000 euros) and takes 4 months of time.
I was wondering if there is some law for competence development.

I'm assuming you're asking about getting a tax deduction for the costs. In general, to be considered tax deductible the training has to be a requirement in the job one has prior to the starting of the training (if it is, the employer has to provide a statement of the fact), or is required to retain the job in the future (e.g. legal requirements for the job have changed so that the former qualifications the employee has are no longer adequate to keep the existing job). For a software engineer, I'd pretty much say no dice, as presumably you are still qualified to keep working in your current position.

Do you mean a law that says your employer has to pay for that? What exactly are you looking for?
Also, trust me, Hack Reactor is not for someone with 5 years of programming experience. If you've been keeping up with tech news, Stackoverflow, and a few coding blogs, then Hack Reactor won't give you anything other than the name of the degree.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

You can deduct something like that in taxes only if you're self-employed. Cheaper option is to find polytechnic courses off the "open university" path.
