Travel within EU while waiting for residence permit

Dear folks,
At this moment my student RP is expired and my extended RP is on the way to process. I know I can't travel outside Finland during the processing time, but if I can apply for a tourist visa from embassy of Spain, so can I still travel there and come back to Finland before the tourist visa expired?

Can you apply for Schengen visa within Schengen area? (if not, the rest of the question is pointless)

I'm staying in Finland now, as far as I know I'm allowed to apply a tourist visa of any EU countries if they have embassies in Helsinki. However, I wonder I'm able to come back to Finland by the tourist visa legally. Please correct me if I misunderstood anything here

Whenever I applied for a visa to some country in its embassy in Finand, I was always asked about proof and justification of residence in Finland.
Not sure how it would be within Schengen, though
