Contrary to popular belief (and it is incredible how popular that myth is), it really will not hurt your chances of success if you simply give them a call and ask about the status of your application. If you call the departmental secretariat on Monday, whoever answers the phone will have nothing whatsoever to do with evaluating your application. And even if they did, they would not hold it against you that you ask.

PhD applications to a Finnish universities are usually written with the help of the professor. That way the research plan will be in line with the potential supervisor's plans. Otherwise the professors will browse the applications looking for (unexptected) stellar candidates and contact only those for the interview. You should go to meet with a couple of professors and ask them about future PhD positions. They will initially say that there is nothing available but, if you appear like a good candidate, they will keep you CV and think about it.
